    Demonstrate how PCAs and HCCNs are handling both challenges and opportunities in state telehealth and Medicaid policy to protect and expand primary care delivery and improve health outcomes.

    Objectives

    • Identify and evaluate best practices and approaches in state and federal telehealth policy since the onset of the pandemic, with a focus on compiling a set of action steps states can take in 2021 to enact these best practices into law.
    • Assess and analyze the state Medicaid environment, based on current activities and the outcome of the 2020 federal and state elections.
    • Breaking out participants into red- and blue-state leaning groups, identify and differentiate various offensive and defensive strategies to support state Medicaid programs in 2021.

Join the discussion with each PCA or HCCN to hear more about their experiences, key information used in each approach, and discuss ways needed to keep the momentum moving forward.

    Objectives

    • Recognize ways to approach and develop new and non-traditional partnerships and continue to strengthen relationships at the local, state, and national level through the pandemic and beyond;
    • Demonstrate to the audience key foundational items needed when developing a new partnership model and resources;
    • Examine an organization’s clinical information network (CIN) and the paths being taken toward quality outcomes and value-based contracting models.

    The health inequities and vulnerabilities exacerbated by the COVID-19 pandemic and coupled with historic unemployment rates and looming homelessness underscores the need for a health center workforce that is more prepared than ever to deliver high-quality, patient-centered, comprehensive care to an increasing number of medically underserved individuals with complex health conditions. Where will health centers find and recruit the workforce to serve this expanding need? How will they ensure that the proper training and education to address social determinants of health is implemented? The recently funded Health Professions Education & Training (HP-ET) Initiative presents an opportunity to address the workforce needs of health centers well into the future. What roles should PCAs, HCCNs, and NTTAPs play to advance this initiative? Which workforce strategies support the workforce to meet the needs of the populations served by health centers? What resources are available and how can they be applied? How does your strategy fit into your organization’s recommitment to social and racial justice? Join this discussion to examine and reflect upon how health centers can use a variety of resources to enhance their workforce strategies to grow toward a diverse workforce that is representative of the populations that they serve.

    Through the Health Center Program, the Bureau of Primary Health Care (BPHC) funds and supports health centers in underserved communities, providing access to high quality, family oriented, comprehensive primary and preventive health care for people who are low-income, uninsured or face other obstacles to receiving health care. Over its more than 55 year history, the Health Center Program has grown from two health centers to nearly 1,400 health centers, serving 1 in 11 people in the United States at approximately 13,000 sites in every U.S. state, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and the Pacific Basin. Throughout the pandemic, health centers have played an important role in providing testing and care for those affected by COVID-19, while continuing to provide quality primary health care services for the nation’s underserved. This session will provide updates on BPHC's programmatic operations, overall strategic direction, and COVID-19 impacts and efforts. Join this discussion to learn more about BPHC strategic directions, funding opportunities, and operational updates for FY 2021.

    • BPHC's strategic direction for FY 2021: Reaching for Excellence and Advancing Community Health (REACH).
    • Understand new BPHC's operational activities, including weekly surveys, progress reports, and site visits.
