Emily M. Johnston, PhD, is a research associate in the Health Policy Center at the Urban Institute. She is a trained health services researcher with experience studying the health and well-being of low-income populations and women, with an emphasis on analyzing the effects of state and federal health policies. She has authored more than a dozen peer-reviewed journal articles and numerous reports and briefs on topics including health insurance coverage, access to care, Medicaid and Children’s Health Insurance Program (CHIP) policy, reproductive health, and maternal and infant health.
