Helen Labun is director of Vermont public policy at Bi-State Primary Care Association, which serves 31 member organizations in Vermont and New Hampshire. Prior to joining Bi-State, Helen worked for two decades in rural economic development, including as Director of the eVermont Community Broadband Project at the Vermont Council on Rural Development which addressed the rural digital divide across multiple sectors. Telehealth projects at Bi-State have included co-hosting twice-weekly office hours on telehealth, creating the Vermont Telehealth Resource Guide and Vermont Telehealth Policy Bootcamp, producing a 10-part podcast series on telehealth during COVID-19, serving on the Vermont Statewide Telehealth Working Group, the Working Group on Telehealth Reimbursement, and collaborating with the Northeast Telehealth Resource Center on a project to provide one-on-one technical assistance for telehealth reimbursement at FQHCs.
