Eloisa Perard

Eloisa Perard serves as President and Chief Executive Officer of QueensCare Health Centers (QHC). QHC operates five federally qualified health centers in Los Angeles, California and serves nearly 25,000 patients each year. Simultaneously, she serves as Chief Administrative Offer of QueensCare, a faith-based, charitable healthcare non-profit organization. In partnership with the executive management team, Ms. Perard creates strategies to support the organizations’ mission and goals while deploying technologies that improve patient care and operational efficiency. Before joining QueensCare, Mrs. Perard held a number of increasingly responsible executive-level human resources and consulting roles across a broad spectrum of industries, including healthcare, education, and manufacturing. A long-time resident of Los Angeles, California, Mrs. Perard holds a Bachelor of Science Degree in Business and Leadership and a Master of Science in Organizational Psychology. She serves as Treasurer on the Board of Directors of Community Clinics Association of Los Angeles County (CCALAC), a non-profit network that advocates for expanding access to health care for the medically underserved people in Los Angeles County. She also serves on the Board of Directors of Health Care LA (HCLA), an Independent Physician Association (IPA).
