State Medicaid Director, Director, Division of Health Services, Connecticut Department of Social Services

Kate McEvoy is the Director of the Division of Health Services at the Connecticut Department of Social Services. Prior to her service at DSS, Kate was appointed to serve as Assistant Comptroller/Policy Director for the Office of the State Comptroller, focusing on implementing value-based initiatives in the state employee health plan. She is also the author of a legal treatise that is republished every year. Kate has overseen major transformation in Connecticut HUSKY Health, migrating from capitated managed care arrangements to a self-insured, managed fee-for-service approach. During Kate’s tenure, Connecticut also expanded Medicaid and utilized a broad range of tools under the ACA. Kate is a graduate of Oberlin College with a B.A. in Economics and English, received her law degree from the University of Connecticut, and graduated from the CHCS/NGA Medicaid Leadership Institute. She is currently serving as the Immediate Past President of the NAMD Board of Directors.
