Christal Ramos, PhD MPH, is a Senior Research Associate at the Urban Institute with expertise on the implementation of federal and state policy and how these policies affect health care delivery. Dr. Ramos is currently the Principal Investigator for several federal contracts related to health IT, including a contract with ONC to develop and implement the EHR Reporting Program. She is also the Project Director for a contract to provide technical assistance to CMS and state Medicaid agencies around the Medicaid Promoting Interoperability Program (formerly the EHR Incentive Program) and health information exchange funded under the HITECH and SUPPORT Acts. Dr. Ramos has also led components of several federal evaluations, including for the Iowa SIM Initiative, Indiana’s HIP 2.0 1115 Waiver, and the CHIPRA Quality Demonstrations.
