Monitoring, Evaluation, and Learning Director, Upstream
Emily Decker, MPH, is a Monitoring, Evaluation, and Learning Director with Upstream USA. Emily has fifteen years of experience in research and program implementation focused on expanding access to person-centered, high quality sexual and reproductive health services in U.S. and global contexts.
She has expertise in setting up data collection infrastructure and constructing indicators and measures to support implementation and evaluation of public health programs. As a Health Scientist with the U.S. Department of Health and Human Services/Office of Population Affairs from 2014-2018, she led two data-focused initiatives: one to improve the quality and capture of sexual and reproductive health data using interoperable technologies, and one to collect data annually from the Title X Family Planning Program network. For the past five years with Upstream, she has been continuing to advocate for inclusion of key contraceptive care data elements in federal data systems and measures sets.
Emily has an MPH in epidemiology and biostatistics from the George Washington University and a BA from the University of Texas at Austin.
