Medicaid: Case Studies in 1115 Waiver Programs and Legal Implications for Health Centers

Description

This session will address the current landscape in the 1115 waiver process, including the recent requests to add work requirements and establish caps and block grants (including the current Tennessee request), and the legal implications of such moves for both the health centers directly impacted and the FQHC Medicaid program as a whole. Presenters will also discuss future “forecasts” regarding the potential waiver of specific FQHC provisions (services, PPS, etc.) and whether and how health centers can legally counter those from the outset by knowing their legal rights.

  • Understand the current landscape of Medicaid waivers.
  • Understand how health centers and their patients are impacted by state Medicaid waivers proposing to implement eligibility restrictions, caps, or block grants.
  • Identify how health centers, PCAs, and HCCNs can engage effectively in state Medicaid waiver developments.
