Members of health center boards of directors have a legal duty to assure that the health center complies with all applicable laws and regulations. This session will address the importance of compliance and potential penalties for noncompliance. Specifically, the session will touch on the important role that an effective corporate compliance plays in protecting the board and the health center. Additional topics include key issues related to compliance with the Health Resources and Services Administration’s Health Center Program and Internal Revenue Service Compliance. Legal consideration related to COVID-19 will also be addressed. This course is currently a requirement for NACHC's Governance Certificate for Health Center Board Members.

Since the COVID-19 pandemic began gaining traction in the United States, telehealth policies on both the state and federal levels have changed dramatically. This workshop will cover changes in telehealth, including the adoption of audio-only policies, Medicare reimbursement, and the patchwork of Medicaid changes across the country.

Community Health Centers proudly trace their origins to the civil rights era when they embraced the mission to provide access to care for underserved individuals, some of whom had been denied care because of their skin color. At that time, many health centers confronted health inequities associated with race. The disproportionate COVID morbidity and mortality rates and growing awareness of disparate rates of police killings of people of color demonstrate that these inequities remain, and that structural racism continues to impact health and well-being of health center patients. HRSA’s Bureau of Health Professions released a report in 2006 presenting evidence supporting a diverse health workforce as strategically essential to improving access to care for patients belonging to minority populations. How are health centers living up to the civil rights legacy today? What is the state of, and how are health centers attempting to achieve, racial/ethnic diversity among its staff and leadership? What barriers exist and how can they be minimized if health centers are to establish themselves as anti-racist organizations? This session will highlight evidence supporting the value of a diverse health workforce and engage health center leaders in a discussion of how to achieve and sustain workforce diversity.

Board members function as ambassadors and advocates for the health center mission. Board members, in partnership with the CEO and staff leadership, have a critical role to play in communicating the organization’s story and impact. This interactive session will introduce various practices and techniques that board members can use in their communities, with funders, and with legislators to support the mission.

Senior staff from HRSA's Bureau of Primary Health Care (BPHC) will provide updates on policy and programmatic developments related to COVID-19, health center funding, compliance, oversight, UDS, FTCA, quality measurement, and related issues.

In this unprecedented year, health centers have worked with Congress in new and impactful ways to address the many financial and policy related challenges facing health centers as a result of COVID -19, but there is still much left to do. Join us as we quickly recap how health centers have partnered with Congress to address the COVID-19 pandemic and discuss how to move forward with our remaining policy priorities. We’ll also share advocacy best practices during an election year and address how we can work together to prepare for a new Congress.
