Samantha Holcombe has over a decade of experience designing and implementing healthcare programs serving complex and high-needs populations. As Senior Director, Practice Improvement at the National Council, she oversees the National Council’s portfolio of healthcare transformation and financing programs to drive clinical change and improve health outcomes. This includes leading training and technical assistance to support Certified Community Behavioral Health Clinics (CCBHCs) in successful implementation, serving as Project Director for the SAMHSA-funded CCBHC-Expansion Grantee National Training and Technical Assistance Center and supporting the National Council’s CCBHC Success Center. She provides coaching, technical assistance, and training to state agencies, health systems, and behavioral healthcare organizations on clinical, quality improvement, and business models that support success in care integration and alternative payment models. Ms. Holcombe holds a Master’s in Public Health from Johns Hopkins University Bloomberg School of Public Health and a Bachelor of Arts in Psychology from the University of Maryland, College Park.
