Mr.Schwartz worked at the NACHC from 2002-2014 in the Division of Federal, State & Public Affairs, first as the Director of State Affairs and then as a Director of Regulatory Affairs. He drafted, reviewed, and analyzed federal legislation, proposed final federal regulations affecting health centers, and worked with and advised NACHC staff, Primary Care Associations, and health centers on legal issues related to Medicare, Medicaid, CHIP, FTCA, and the Section 340B Programs.
Prior to joining NACHC, Mr. Schwartz was a partner with the Feldesman, Tucker, Leifer, Fidel law firm in Washington, D.C. where he specialized in health law particularly in the areas of Medicaid and Medicare eligibility, services, and reimbursement for non-profit "safety net" providers, Medicaid managed care contracting, and structuring provider networks and affiliations.
