Senior Policy Advisor, Center for Medicaid and CHIP (CMS)

Jessica Stephens is the Director of the Division of Enrollment Policy & Operations within the Children and Adults Health Programs Group at CMCS. She and her team lead the Center’s work on the development and implementation of policies related to Medicaid and CHIP enrollment, providing oversight and technical assistance to states on enrollment, retention, and verification policies, and working with states to identify best practices and address operational issues related to implementation of those policies. In recent years, her work has focused on supporting state Medicaid agencies during the COVID-19 pandemic. She is currently on a detail to the Office of the Center Director within CMCS as the Unwinding Lead, spearheading coordination of the agency’s efforts to support states, stakeholders, and individuals enrolled in Medicaid and CHIP as they prepare for the end of the COVID-19 public health emergency. Prior to joining CMS, Jessica worked at the Kaiser Family Foundation as a senior policy analyst. She has a B.A. in Political Science and Masters in Public Health from Yale University.
