Holly Schumann MSW

Holly Schumann is the Deputy Director of the Office of Strategic Business Operations (OSBO) in the Bureau of Primary Health Care at HRSA. OSBO’s purpose is to optimize the Bureau’s use of data, technology, and communications to advance operational excellence, enable data-driven decisions that maximize efficiency and impact, and support a shared understanding of the value of the Health Center Program. In addition, OSBO leads the Bureau’s customer experience program. Before joining HRSA in September 2020, Holly served in a variety of positions in the Healthcare and Insurance component of the U.S. Office of Personnel Management, most recently managing policy development, data analysis, and operational and systems support for insurance programs covering over eight million Federal employees, retirees, and family members. She began her career on Capitol Hill as a legislative assistant and press secretary for a member of Congress.
