Local and state emergency management plans often fail to meet the needs of people who are homeless. The National Health Care for the Homeless Council provides numerous resources on important issues to consider when planning for the needs of homeless people during disasters. Practical guidance is offered to local officials, emergency planners, homeless service providers and others who are involved in their community’s emergency planning process.

Important NACHC Library Content Note: This technical assistance resource was developed prior to the August 2017 release of the Health Center Compliance Manual by the Health Resources and Services Administration’s (HRSA) Bureau of Primary Health Care (BPHC). The BPHC Compliance Manual, issued August 2017, indicates where PINS, PALs and other program guidance are now superseded or subsumed by the BPHC Compliance Manual.
